About this opportunity

The Missouri Department of Natural Resources is requesting bids for approximately 150 acres of timber stand improvement across the Calico Creek Upland Restoration project, with bids due September 24, 2026 at 2:00 PM Central Time.

The work spans two properties in Jefferson County—the Goedeker property (90 acres) and the Ladd property (60 acres)—and includes tree felling and tree stump herbicide application in accordance with established Forest Management Plans. The contractor must hold a Certified Commercial Applicators License and demonstrate one year of brush management and timber stand improvement experience, proficiency in identifying native and non-native woody vegetation during winter conditions, chainsaw certification or equivalent, familiarity with diameter at breast height (DBH) and basal area (BA) estimation, herbicide application experience for timber stand improvement projects, and experience with GPS and geographic applications. Compliance with OSHA standards, the Endangered Species Act of 1973, and E-Verify work authorization is mandatory.

Operational constraints are substantial: no cuts are permitted from April 1 through October 31 for bat roost trees greater than 9 inches DBH, and an additional no-cut period extends from October 31 through December 15 per landowner request. Work hours are restricted to 4:00 AM to 10:00 PM Monday through Friday. The contractor bears full responsibility for all materials, labor, equipment, facilities, and supplies, plus liability for any property damage caused during operations.

The contract term extends from award through one year, with the option for the state to renew for two additional one-year periods. Pricing shall be firm and fixed with no additional costs unless the state formally amends the scope. Contractor performance will be monitored through monthly progress reports due within ten calendar days of month-end and a final comprehensive report due 45 calendar days after project completion. Restoration funding derives from natural resource damage assessment and restoration processes related to Big River Mine Tailings and Southwest Jefferson County Lead Mine Superfund Sites.
