The scope covers an estimated 110 tons of bagged CMA annually for winter operations on the Zilwaukee Bridge in Saginaw County. The product must be production-grade deicer with a 3:7 calcium to magnesium molar ratio, 96% minimum hydrated CMA composition, packaged in 2,205-pound reinforced nylon bags on non-returnable pallets. All deliveries must be completed within five business days of order receipt, or within 48 hours for emergency orders. The contractor must appoint a program manager available Monday through Friday, 8 AM to 5 PM EST and two key personnel assigned to the State account who must respond to inquiries within 24 hours. Products must be free of mercury, brominated flame retardants, and perfluoroalkyl and polyfluoroalkyl substances.
The contract term is August 6, 2026 through August 5, 2027, with eligibility for up to four one-year renewal options at the State's sole discretion. Pricing is firm for 365 days from the effective date, adjustable only by mutual written agreement supported by documented evidence of cost changes. The State will evaluate proposals on a pass/fail basis and award to the responsive and responsible bidder offering best value, including consideration of Michigan job creation, employment of Michigan residents, and investment in the state. Contracts valued at $250,000 or more require State Administrative Board approval.
The contractor must maintain Commercial General Liability insurance ($1 million per occurrence), Automobile Liability ($1 million per accident), and Employers Liability ($500,000 per accident). The contract includes liquidated damages of $1,000 for late or improper completion, plus $500 per day for each additional day of non-compliance. Written questions are due July 7, 2026, with answers posted by July 8, 2026. All proposals must include a completed Confidential Treatment Form, Vendor Questions Worksheet, Schedule A (Statement of Work and Key Personnel), and Schedule B (Pricing) submitted electronically through Michigan SIGMA VSS.
