About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for calcium chloride flakes for the Department of Transportation's ice and snow removal operations, with quotations due December 13, 2021 at 4:00 p.m. Eastern Standard Time.
The solicitation seeks ten pallets of 83–87% calcium chloride flakes packaged in bags not larger than 50 pounds each, with individual pallets not exceeding 2,700 pounds. Delivery to three MaineDOT regional maintenance facilities is required: three pallets to Washington Maintenance Facility in Washington, Maine; two pallets to Dixfield Maintenance Facility in Dixfield, Maine; and five pallets to Caribou Maintenance Facility in Caribou, Maine. Delivery is mandated for late December 2021 or early January 2022, with specific dates and times to be coordinated by the requesting department following award. A 48-hour delivery notice is required. All deliveries must be made on flatbed trucks or trailers to accommodate facility unloading capabilities.
Quotations must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) electronic procurement system on company letterhead and must include product data sheets demonstrating specification compliance, a signed bid cover page, and a debarment certification form. All pricing must be quoted with Free on Board (FOB) Destination shipping terms, inclusive of all transportation charges to the delivery locations; the State bears no responsibility for goods until receipt at destination.
The State will evaluate quotations on a best value basis, considering product conformity to specifications, delivery timeline, and pricing. Award will be made to the lowest-priced responsive bidder unless the low bidder has documented poor performance or prior contract terminations within five years. Bidders may submit multiple quotations with alternative pricing. Quotations remain valid and binding for 180 days from the bid opening date. No best and final offer process will be conducted.
