About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Public Works Department, is requesting quotes for calcium chloride supply under RFQ posted September 30, 2026, with quotes due October 14, 2026 at 4:00 PM EST. Detroit's equalization credit policy applies: vendors holding Detroit-based, Detroit-resident, Detroit-headquartered, or other certified business classifications receive pricing credits ranging from 1% to 5%, and the lowest equalized bid wins provided the equalized price does not exceed 12% above the lowest responsible bid or $100,000, whichever is less.

The scope is liquid calcium chloride for ice control on city streets, supplied either for direct loading into city trucks at the vendor's facility or delivered to the DPW storage tank at 5800 Russell, Detroit. Estimated quantities are 200,000 gallons for vendor-site loading and 100,000 gallons for delivery. The calcium chloride must be liquid-form with pH of 5, comprising 57–62% calcium chloride by weight and 66–74% water by weight, with trace elements of sodium chloride, magnesium chloride, and potassium chloride. Vendors must have at least three years of experience providing calcium chloride and a facility located within 20 miles of Detroit city limits, accessible 24 hours a day, seven days a week.

The contract term is two years with possible renewal options as determined by the city. Pricing is quoted per gallon on a NET 30 basis; vendors must factor all labor and transportation costs into their quotation with no separate line items. Vendors must maintain automobile liability insurance of at least $1,000,000 combined single limit and Michigan statutory minimum workers' compensation insurance. Award goes to the lowest acceptable bidder meeting all specifications. Questions are due through the Bonfire/EUNA Supplier Portal by September 30, 2026. The respondent questionnaire requires three years of relevant experience documentation, organizational information, key personnel resumes, and subcontractor references. Award-stage requirements include City of Detroit Treasury Clearance, notarized Consolidated Affidavits, and SAM registration.
