About this opportunity

The State of Texas, Office of the Governor, is requesting proposals for cable television services, including pay-per-view services, under RFO 300-26-07176, with proposals due October 16, 2026. Best-value procurement; the OOG reserves the right to award to multiple respondents.

Respondents must submit a HUB Subcontracting Plan demonstrating good faith effort to recruit subcontractors certified through the Texas Comptroller's Veteran Heroes United in Business (VetHUB) program, regardless of whether work is ultimately subcontracted. Every vendor must complete the subcontracting plan as a mandatory submission requirement. Texas Administrative Code Title 34, Section 20.306 establishes bidder preference categories including Texas resident service-disabled veterans, Texas-based vendors, and other classifications; respondents identify applicable preferences on Exhibit C but such preferences function as tie-breakers or evaluation factors, not set-asides.

The contract term runs from execution through August 31, 2027, with three 12-month renewal options (September 1, 2027 through August 31, 2030) and an optional six-month extension (September 1, 2030 through February 28, 2031). Pricing is submitted separately on Exhibit E (Cost Proposal) and must include monthly service fees, installation fees, regulatory fees with statutory authority citations, and itemized disclosure; monthly fees for the initial term are pro-rated based on execution date.

Respondent submissions must include Exhibit A (Execution of Proposal), Exhibit B (Respondent Information Form with four key organizational contacts), Exhibit D (mandatory Conflict of Interest Disclosure—failure to submit results in disqualification), Exhibit F (mandatory Subcontracting Plan), and Exhibit G (FCPA Contractor Certification). Responses must remain valid for a minimum of 180 calendar days from proposal deadline. Respondents must demonstrate financial responsibility through audited financial statements, unaudited financials, or performance bonds and notify the OOG of any substantial changes in financial condition during solicitation. Submissions must be hard copy with three-ring binding plus searchable PDF on USB drive to the OOG Financial Services Division in Austin. The OOG may conduct reference checks and review vendor performance history through the Comptroller's Vendor Performance Tracking System; negative findings may result in non-award.
