Palm Beach County, Florida issued a Request for Quotation (RFQ) for the purchase and delivery of traffic cable and wire on a term contract basis, with quotation responses due by 4:00 p.m. local time on August 6, 2021. The procurement encompasses eight distinct products: four types of traffic signal cable (#14 AWG in 4, 7, 12, and 19 conductor configurations), loop wire, lead-in wire, and two grades of guy wire. Estimated annual quantities include 8 spools of 4-conductor cable, 11 spools of 7-conductor cable, 3 spools of 12-conductor cable, 3 spools of 19-conductor cable, 55 spools of loop wire, 75 spools of lead-in wire, 2 spools of 1/4-inch guy wire, and 1 spool of 3/8-inch guy wire. All products must meet or exceed specified industry standards, including IMSA Specifications 19-1 and 51-1 for traffic cables and loop wire, and ASTM A475-03 (2009) e1 for guy wire. The contract shall be awarded on an all-or-none basis to the lowest responsive, responsible quoter, with delivery required within forty-five calendar days of receiving a delivery order. The initial contract term is twelve months or until the estimated amount is expended, with an option to renew for four additional twelve-month periods at the original terms and unit prices, subject to Board appropriation and mutual written agreement. All unit prices must be firm and fixed with no escalation clauses, quoted to two decimal points, and remain valid for ninety days from the quote opening date.

Palm Beach County offers a 5 percent local preference to responsive, responsible quoters with a permanent place of business in Palm Beach County, and a 5 percent Glades local preference to Glades businesses, with these preferences applying only to evaluation and award calculations. Small, minority, and women-owned business enterprises (S/M/WBE) certified by the County at quote submission and within 10 percent of the lowest bid may receive award consideration. Vendors must be registered in the County's Vendor Self Service system and maintain current Palm Beach County Business Tax Receipts, and must comply with all federal, state, and local laws, including E-Verify employment eligibility verification, criminal history records checks for unescorted facility access, and the Florida Public Entity Crime Statute. The F.O.B. point is destination, with the vendor retaining title and responsibility for transportation, liability, and risk in transit. The County is exempt from federal and state taxes, and payment shall be made after goods are received, accepted, and properly invoiced in accordance with the Florida Prompt Payment Act. No specific budget range or award value is listed in the procurement documents.
