Palm Beach County, Florida is issuing Request for Quotation (RFQ) #300531R/AW for the purchase and delivery of cable and wire products for the Traffic Division under a term contract. The procurement encompasses eight line items including four conductor cable (8 spools), seven conductor cable (11 spools), twelve conductor cable (3 spools), nineteen conductor cable (3 spools), loop wire in blue #14 AWG (55 spools), lead-in wire #18 AWG tinned copper (75 spools), quarter-inch guy wire with 1900 lbs minimum breaking strength (2 spools), and three-eighths inch guy wire with 10,800 lbs minimum breaking strength (1 spool). All cables must comply with International Municipal Signal Associated (IMSA) specifications, and guy wire must meet ASTM A475-03 (2009) standards. The successful vendor will receive a twelve-month term contract with four optional renewal periods of twelve months each, at the County's discretion. Pricing must be submitted on a firm, fixed unit price basis, with prices remaining firm throughout the initial term and any renewal periods unless modified by special condition. Delivery is required within forty-five calendar days of receiving a delivery order, with the F.O.B. point at destination and the vendor responsible for all transportation charges, liability, and risk in transit. The submission deadline is August 4, 2017, at 4:00 p.m. local time, and the County will award on an all-or-none basis to the lowest responsive and responsible bidder.

The County may apply a local preference of five percent to quoters with a permanent place of business in Palm Beach County or the Glades, contingent upon submission of a valid Business Tax Receipt and completed Certification of Business Location. Small business enterprises (SBEs) certified with Palm Beach County at the time of quote submission may receive preference if their bid is within ten percent of the lowest bid. All vendors must comply with the County's non-discrimination policy, criminal history records check ordinance, and public entity crime statute requirements. Payment will be made upon the County's satisfaction and acceptance of delivered items, with invoices submitted to the Palm Beach County Finance Department. No incumbent vendors or budget ranges are specified in the solicitation documents. All spools are designated as non-returnable, and the County reserves the right to increase or decrease total quantities to meet actual operational requirements.
