About this opportunity
The California Conservation Corps (CCC) is seeking a licensed clinical professional to provide on-site counseling services at the Fortuna Center, located in Humboldt County. The contract, numbered C5703-119436, requires a qualified professional such as a Licensed Clinical Social Worker, clinical psychologist, marriage and family therapist, or licensed clinical psychiatrist to deliver counseling services to Corpsmembers aged 18-25. Key deliverables include providing 4-6 hours of weekly professional services, with potential expansion to 10 hours during emergencies or fire seasons, and offering a comprehensive counseling approach focused on crisis intervention, case management, and education. The services will encompass individual and group counseling, support groups, personal development workshops, peer leadership development, and community resource referrals. The bid is scheduled to be opened on October 21, 2025, at 2:00 PM, with the contract term running from approval through June 30, 2026, and all bid documentation must be electronically submitted to Summer.Alafranji@ccc.ca.gov.
The CCC demonstrates a commitment to supporting California Certified Small Businesses and Disabled Veteran Business Enterprises (DVBE), potentially providing advantageous opportunities for these business categories. Bidders must submit comprehensive documentation including proof of professional licensing, insurance coverage, and various state-mandated certifications such as compliance with California Civil Rights Laws and the Darfur Contracting Act. The estimated contract value is $21,100.00, with pricing to be submitted on an hourly rate basis for both regular and emergency counseling services. Insurance requirements include Commercial General Liability, Commercial Automobile Insurance, and Worker's Compensation, each with specific coverage limits. The procurement process allows for potential use of a licensed intern under specific supervision guidelines and emphasizes bilingual service capabilities, indicating a flexible and inclusive approach to meeting the counseling needs of Corpsmembers.
Opportunity text
In coordination with the service district Corpsmember Development staff (CD), the counselor provides counseling to Corpsmembers. Growing from that core element, the on-site counselor provides an expanded array of services such as: individual and group counseling, support groups, education and personal development classes/workshops (such as sexual assault prevention), peer leadership development, peer counseling, staff consultation and training, identifying and engaging Corpsmembers into the counseling program and referral to community services. In other words, the on-site counselor will work in conjunction with the CD and center staff in developing the overall design of the center on-site counseling program. It is expected that the counselor will address Corpsmember problems on three levels: crisis intervention, case management, and education. Due to the limited amount of counseling hours available, it would be impractical to use a counselor's time to provide Corpsmembers with lengthy and intensive therapy. Therefore, the approach needs to be one of short-term crisis counseling, education and linking Corpsmembers with community resources for longer term care, and education/support activities, with the Contractor monitoring progress. Full details can be found in the scope of work located in the IFB packet.
