About this opportunity

The California Department of Corrections and Rehabilitation is requesting bids for a master agreement to provide maintenance, inspection, repair, and emergency response services for the CDCR Fire House Fleet statewide, with bids due December 1, 2026.

The scope covers preventative maintenance, repairs, and emergency services for Fire Apparatus Types 1, 3, and 6; fire ambulances; chief officer vehicles; support vehicles; and other fire house fleet equipment across 23 participating locations organized into three regions. Services must be available statewide. The contractor must supply all labor, personnel, equipment, parts, materials, tools, licenses, permits, certificates, supervision, inspection, insurance, and transportation (including travel, per diem, fuel, and mileage).

Bidders may select one or more location groups but must provide rates for all service items within each selected group. The rate sheet organizes services into four categories: Preventative Maintenance and Inspection, Repair Services, Emergency Services, and Other Services (parts and pick-up/delivery). Each location includes a line item for As-Needed Services set at 25 percent of the sum of service rates for unforeseeable work, payable at applicable rates from the rate sheet. Estimated service hours and fixed parts costs vary by facility, with parts costs ranging from $10,000 to $300,000 per location.

All prices must be submitted in U.S. currency and remain firm for the contract term. Contractors may offer early payment discounts of at least one percent (minimum $50) for invoices paid within thirty days. In the event of tied bids, CDCR will apply the discount percentage as a tiebreaker; if still tied, the agency will use a coin toss or lot drawing.

The master agreement establishes no guaranteed service volumes — CDCR reserves the right to increase or omit portions of work. Exhibit B-1 provides the rate sheet with estimated quantities for comparison purposes only.
