About this opportunity
The California Department of Corrections and Rehabilitation is requesting bids on electronic smoke and fire detection alarm system services across multiple state correctional facilities under IFB C5613450-D (Rebid 1), with bids due October 16, 2026 at 11:00 a.m. and a public bid opening on October 19. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies to all bids exceeding $15,000, with an incentive of one to five percent applied during evaluation for qualifying DVBE participation. A 25% Small Business participation requirement also applies, with certified SB and micro-businesses encouraged to submit.
Bidders may submit for one or more facilities listed in Exhibit E; they are not required to bid all locations. The scope encompasses preventative maintenance (semi-annual and annual per NFPA standards), emergency repairs, equipment replacement, design services requiring State Fire Marshal approval, and annual inspection reporting. Technicians must hold current NICET certifications and manufacturer-specific certifications for Edwards, Notifier, Silent Knight, Pyrotronics, and VESDA systems. All bidders must possess valid California Contractors State License Board C-10 Electrical Contractor licenses or equivalent.
Pricing is structured using a Master Agreement approach with separate Purchase Orders for each participating location. Rates specified in Exhibit B-1 are broken down by service type, including preventative maintenance hourly rates, repair services by manufacturer type, emergency services outside business hours, and fire alarm design rates. The anticipated contract commencement date is upon approval, with a term ending September 30, 2029, and potential for extension. Letters of Inquiry are due October 7, 2026. Mandatory and optional walk-throughs are scheduled at various locations; interested bidders must notify locations immediately to attend within ten business days. Award will be made to the lowest responsible bidder whose bid complies with all requirements. Electronic submissions must be made to CDCR-CMB-Non-IT-Service-Bids@cdcr.ca.gov and include rate sheets, DVBE declarations, proof of insurance, and service technician qualifications.
