About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is requesting bids on a Master Agreement for electronic smoke and fire detection alarm system maintenance, inspection, repair, testing, calibration, and certification services across 35 statewide CDCR locations with bids due September 4, 2026 at 11:00 a.m., and questions due August 31, 2026. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies to all bids exceeding $15,000, with DVBE incentive adjustments available up to 5%; a 5% Small Business/Micro Business preference applies to certified small businesses or non-small businesses with at least 25% Small/Micro Business subcontractor participation (preference not to exceed $50,000).
Bidders must hold a California Contractors State License Board C-10 Electrical Contractor License or equivalent, NICET certification for all technician staff, and specific manufacturer certifications for Edwards EST, Notifier, Silent Knight, Pyrotronics, Honeywell, and Siemens systems. Certain manufacturers require contractor certification for software updates and replacement, with manufacturers' authorization letters required at bid submission. Bidders may propose individual locations or groups but must provide complete rates for all line items within a selected location; incomplete pricing results in bid rejection.
Services include preventative maintenance (120–4,500 hours by location), repair services within 48 hours of request, emergency services outside normal business hours, design services, and State Fire Marshal approval coordination. Compensation is on a time-and-materials basis with prevailing wage-compliant hourly rates covering labor, equipment, supplies, materials, tools, and transportation. Each location includes a 25% line item for unforeseeable services. Parts and miscellaneous expense estimates range from $5,000 to $720,000 by location.
The contract term runs October 1, 2026 through September 30, 2029 with potential extension. Bidders may offer early payment discounts of at least 1% on invoices paid within 30 days (minimum $50). No guaranteed work volume is specified. Contractors unable to perform repairs, software updates, and reprogramming must declare subcontractors; failure to do so is grounds for termination. Optional walk-throughs require ten business days' advance notice. Public bid opening is scheduled September 7, 2026 at 2:00 p.m.
