California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for non-hazardous sludge removal, hauling, and refuse services at 20 participating institutions under solicitation C5613442-D, with letters of inquiry due November 10, 2026 and bids due November 18, 2026. The IFB requires 25 percent Small Business participation under Government Code 14838.

Bidders may claim Small/Micro Business preference if certified by the Department of General Services Office of Small Business and Disabled Veteran Business Enterprise Certification Services, which provides a five percent preference capped at $50,000. The DVBE Incentive Program offers a one to five percent incentive, capped at $500,000, based on certified DVBE participation levels.

The Master Agreement covers removal of Sub Class B semi-dry and dry sewage sludge from CDCR wastewater treatment plants and transport to permitted re-use facilities. Services include loading into contractor-supplied or CDCR-supplied bins, sealing containers, cleaning loading sites, and maintaining on-site supervision. Estimated quantities total approximately 20,135 tons over 36 months. Locations are grouped into three bid groups. Bidders may bid on selected locations but must provide rates for all items at each location bid. Walkthrough requirements, mandatory or optional, vary by location. Compensation follows Exhibit B-1 rates, which include labor, transportation, permits, and fees.

Contractors must hold current California business licenses, Department of Motor Vehicles Motor Carrier Permits, and California Commercial Driver's Licenses (Class A or B). The contractor guarantees all services for a minimum of 90 days from the date of service and bears responsibility for environmental regulatory compliance. Invoices are submitted electronically with bills of lading and scale weigh tickets.

Bids are due electronically November 18, 2026 at 11:00 AM, with public bid opening November 19, 2026 at 2:00 PM. Service commencement is April 1, 2027, and the contract term ends March 31, 2030. Award goes to the lowest responsible bidder whose bid complies with all IFB requirements. Advance payment of up to 25 percent of annual budget is available only to non-profit contractors, upon CDCR review and approval.
