Mandatory qualifications for respondents include SCADA system expertise, PLC and HMI programming experience, flow meter calibration knowledge, and appropriate service technician credentials. Bidders must submit responses by June 1, 2026, at 2:00 p.m., with an anticipated Intent to Award between June 3-9, 2026, and proposed contract award on June 10, 2026. The period of performance extends from July 1, 2026, through June 30, 2029, with one optional one-year extension. Award shall be made on an "all or none" basis to the lowest cost bidder meeting all specified qualifications, and all bidders must submit completed administrative documentation including the Bidder Declaration, Payee Data Records, California Civil Rights Laws Certification, and at least three customer references for comparable services, along with a 90-day guarantee on all parts and labor and 24/7 phone support availability.

The CDCR restricts responding firms to those headquartered and conducting business within the United States only; foreign or international firms are not permitted to bid. Subcontracting shall not exceed 40% of the contract value without written justification from the contractor. No incumbent vendors or current contractors are identified in the procurement documentation. The total contract budget cannot exceed $90,000.00, allocated at $30,000.00 per fiscal year over the three-year base period, with pricing required to be all-inclusive on an hourly rate basis for regular maintenance, non-emergency repair, and emergency repair services. No specific set-aside designations for disadvantaged enterprises or other preference programs are indicated in the available documentation. The contractor must demonstrate financial and operational capability to maintain the existing SCADA infrastructure and flow meter systems at the facility, ensuring seamless integration with the prison's current waste water treatment operations and control systems.
