Specification requirements include installation of unbacked sheet vinyl flooring from approved manufacturers (AHF Products, Mannington Commercial, and others) with minimum Critical Radiant Flux Classification of Class I and compliance with volatile organic compound limits; contractors must build mockups and provide comprehensive submittals including shop drawings, samples, and manufacturer instructions. The contract is subject to a 25 percent Small Business participation requirement, with certified Small Businesses, Micro-Businesses, and Disabled Veteran Business Enterprises (DVBEs) strongly encouraged to participate. Bidders must comply with California prevailing wage requirements and the Public Works Contractor Registration Program requirements with the Department of Industrial Relations. California companies are eligible for reciprocal preference against nonresident contractors under Public Contract Code Section 6107, and bidders must disclose all proposed subcontractors performing work exceeding one-half of one percent of the general contractor's total bid and list all certified DVBE subcontractors used to fulfill participation goals. The State's estimate for this agreement is $35,500.00, with compensation to be provided monthly in arrears upon completion of each phase according to service rates specified on Exhibit B-1. Liquidated damages are assessed at $500.00 per day for each day work extends beyond the specified 90-day contract term.
