About this opportunity
The California Department of Corrections and Rehabilitation is issuing an Invitation for Bid (C5613111-D, Rebid 1) for water tank cleaning, maintenance, inspection, and repair services across 32 CDCR locations statewide, with bids due September 9, 2026 at 11:00 a.m. and public opening on September 10 at 2:00 p.m. The procurement carries a mandatory 25% Small Business participation requirement and offers a 5% preference to certified Small/Micro Businesses and non-small businesses utilizing 25% or more SB/MB subcontractors, with a maximum preference not exceeding $50,000 per bid; a DVBE incentive of one to five percent is also available.
Bidders may submit bids for one or more locations without bidding all 32 facilities; participation in the bidders' walk-through is mandatory at certain locations. The scope includes internal tank surface cleaning (floors, walls, ladders, valves, pipes, appurtenances), sediment and debris removal via vacuum recovery equipment, minor repairs and patching, video inspection and documentation, and repair services. A mandatory three-person dive team — one diver, one attendant, and one on-site monitor — is required, working with surface-supplied air systems, hard hats, and rubber dry suits in potable water tanks.
Compensation is based on hourly service rates, emergency response rates, and repair rates specified in Exhibit B-1. Estimated labor quantities range from 8 to 600 hours per location; parts allocations range from $30,000 to $500,000 per location. A 25% line item for as-needed services is added to each location's basis of award. All labor, materials, transportation, equipment, permits, licenses, taxes, and shipping are included in quoted rates. The agreement term runs through April 30, 2029, commencing upon approval.
Contractors must hold an A-General Engineering Contractor license from the California Contractors State License Board, current CPR and Standard First Aid certifications, commercial diver certifications from an accredited diving school, and a California Department of Motor Vehicles Motor Carrier Permit if applicable. All work must comply with Cal/OSHA, Fed/OSHA, AWWA, and NFA regulations. A 90-day guarantee applies to all services and parts.
