The procurement seeks a contractor to operate a residential facility for male participants who have served long-term or life sentences, with a minimum daily capacity of 100 participants. The primary objective is to provide comprehensive reintegration services, including housing, meals, job readiness, education, counseling, and support aimed at helping participants achieve stable income, employment, and housing. Key deliverables include maintaining a safe, clean, drug-free environment, offering individualized programming based on participant assessments, and supporting successful community reentry. Contractor qualifications include demonstrated experience with long-term offender services, financial stability, and compliance with state and federal regulations. The contract will run from approval through June 30, 2028, with potential options for two additional one-year extensions, and will require detailed data management, facility infrastructure compliance, and robust programming to support participant rehabilitation.

The solicitation encourages participation from small businesses, disadvantaged businesses, and disabled veteran-owned businesses, with a state goal of 25% small business participation. Potential bidders must be capable of providing a facility in Alameda County that meets specific infrastructure and security requirements. The total maximum funding for the contract is $18,299,445.79, with specific funding allocations for each fiscal year detailed in the Exhibit B-1 Daily Bed Per Diem Rate Sheet. The rate sheet specifies that fixed operational costs can be paid regardless of facility population, not exceeding 50% of the total annual maximum reimbursement. These costs may include loan principal/interest, rent, lease, property taxes, and property insurance. Proposals must strictly adhere to the funding limits outlined in Exhibit H, with any bids exceeding maximum thresholds for individual or combined fiscal years being automatically disqualified. The per diem rates and reimbursement calculations are precisely defined, with financial calculations required to be exact and limited to two decimal places.
