About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor to provide a Temporary Package Sodium Hypochlorite Injection System (SHIS) Rental Service for the California Health Care Facility located in Stockton, San Joaquin County. The procurement is an Invitation for Bid (IFB) with bid number C5612932-D, soliciting a 36-month contract for a portable chlorination system capable of processing approximately 10,000,000 gallons of potable water monthly. The successful vendor must deliver and install a self-contained SHIS that meets Regional Water Quality Control Boards regulatory requirements, maintaining a chlorine dosage of at least 1.0 milligrams per liter and a chlorine residual of no less than 0.20 mg/L in the water distribution system. Bid submissions are due by July 15, 2025, at 11:00 AM, with a public bid opening scheduled for July 16, 2025, at 2:00 PM. Evaluation criteria will likely include pricing, with a potential tie-breaker mechanism involving invoice discount percentages, and the contractor must possess a valid C-36 General Plumbing Contractor license.

The procurement includes specific set-aside goals for small businesses and Disabled Veteran Business Enterprises (DVBE), with a state target of 25% small business participation. Contractor qualifications include providing monthly system inspections, maintaining a notification system for equipment failures, and ensuring all technicians are properly trained and certified. Insurance requirements mandate $1,000,000 in commercial general liability coverage. The contract includes detailed rate sheets for monthly rental, installation, de-commissioning, repair services, and training, with the total contract value to be determined by submitted unit prices. The state reserves significant contractual flexibility, including the ability to terminate the agreement with 30 days' notice and potential cancellation if the service can be consolidated into a statewide or regionalized contract. While no incumbent vendor is specified, the contract anticipates a comprehensive service package involving system rental, installation, maintenance, and potential emergency support services.
