About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) for Temporary Relief of Wastewater Treatment Plant Operator Services, identified as Bid Number C5612908-D, Rebid 2. The procurement seeks qualified contractors to provide temporary wastewater treatment plant operator services across three regions: Northern, Central, and Southern California, covering 15 state prison facilities. Successful bidders must provide certified wastewater treatment plant operators at various grade levels (Grade I-IV), including Shift Operators and Chief Plant Operators, with an estimated 3,300 annual service hours per region. Required qualifications include appropriate wastewater treatment plant operator certifications and compliance with state regulations related to civil rights, Iran contracting, and Darfur contracting acts. The bid submission deadline is July 23, 2025, at 11:00 AM, with a public bid opening scheduled for July 24, 2025, at 2:00 PM. The contract term runs from the date of approval through May 31, 2028, with contractors compensated according to the rate sheet that includes hourly rates for different operator grades and emergency call-out services at 150% of the standard rate.
The solicitation includes specific provisions for small business and disabled veteran business enterprise (DVBE) participation, with a state requirement to meet a 25% small business participation goal. The DVBE incentive program allows bidders to receive up to a 5% bid incentive based on their level of DVBE participation. The estimated total contract value is $5,400,000, with a $250,000 allocation for emergency call-outs in each region. Bidders can submit proposals for one or more regions, with the state reserving the right to increase or decrease service frequency and the number of participating institutions throughout the contract term. Pricing must be in U.S. currency and include all associated costs such as labor, travel, per diem, supplies, transportation, tools, equipment, permits, licenses, sales tax, and freight charges. The state explicitly notes there are no guarantees of service requests, and the estimated quantities are for bid comparison purposes only. Potential contractors can receive a 1% invoice discount (minimum $50) for payments made within 30 days, providing an additional financial incentive for prompt invoicing and payment.
