About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) has issued Invitation for Bid (IFB) C5612908-D, Rebid 1 for Temporary Relief of Wastewater Treatment Plant Operator Services across multiple state prison facilities. The procurement seeks qualified contractors to provide temporary staffing for wastewater treatment plant operators in three regional zones: Northern, Central, and Southern California. Operators will be required to maintain valid wastewater treatment plant operator certificates from the California Water Resources Control Board and be capable of filling staffing vacancies at various state correctional institutions. The contract will run from the approval date through May 31, 2028, with an estimated annual service requirement of 3,300 hours across different operator grade levels (Grades I-IV), including shift operators and chief plant operators. Key deliverables include emergency call-out services, with operators compensated at their standard hourly rate plus 50%. The bid is due on July 1, 2025, with a public bid opening scheduled for July 2, 2025. Bidders must provide comprehensive services including labor, travel, per diem, materials, transportation, tools, equipment, permits, and licenses at no additional cost to the state.

The procurement includes specific set-aside and preference provisions favoring small businesses and disabled veteran-owned businesses (DVBE), with potential bid incentives ranging from 1-5% based on DVBE participation levels. Contractors must meet detailed qualification requirements, including specific licensing and certification standards. The total estimated contract value is $5,400,000, with $250,000 allocated per region for emergency call-out services. The contract structure allows for flexible staffing across multiple correctional facilities, including High Desert State Prison, Mule Creek State Prison, and Pelican Bay State Prison. While the state reserves the right to adjust work quantities, there are no guaranteed service requests. Pricing must be submitted in U.S. currency, with contractors offered the option to provide a discount of at least 1% for invoices paid within 30 days of receipt. The solicitation emphasizes comprehensive service provisions, requiring bidders to include all associated costs within their proposed rates, ensuring a comprehensive and competitive bidding process for temporary wastewater treatment plant operator services.
