About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor to provide non-hazardous dry garbage and construction debris collection, removal, and disposal services for the Richard J. Donovan Correctional Facility located in San Diego. The Invitation for Bid (IFB) requires the successful vendor to furnish both forty (40) cubic yard roll-off bins for large items like mattresses and furniture, and ten (10) cubic yard bins for concrete, stone/rock, and asphalt materials. Services will be performed Monday through Friday between 7:30 a.m. and 3:30 p.m., with the contract running from the date of approval through October 1, 2028. The contractor must provide monthly receipts verifying the weight of waste disposed and comply with Public Resources Code 41780, which mandates waste diversion from landfills and increased recycling efforts. Bidders must possess specific licenses, including a C-61 Limited Specialty and D-63 Construction Clean-up Contractor Specialty License. The bid is due by September 3, 2025, at 11:00 AM, with a public bid opening scheduled for September 4, 2025, at 2:00 PM. Evaluation will include pricing for monthly rental fees, dump fees, delivery fees, and pickup fees, with an estimated quantity of 150 ten-cubic-yard bins and 20 forty-cubic-yard bins.

The state has established a 25% Small Business participation goal and strongly encourages participation from small businesses, microbusinesses, and Disabled Veteran Business Enterprises (DVBEs). Potential bidders can receive preference incentives up to 5% or $50,000 for qualifying businesses, with additional opportunities for businesses meeting specific diversity criteria. The rate sheet includes provisions for potential discounts, with contractors able to offer at least 1% off invoices paid within 30 days, which may serve as a tiebreaker in bid evaluation. While specific budget ranges are not explicitly stated, the bid includes detailed pricing components for bin rentals, disposal costs, and related services. The state reserves the right to adjust work quantities and potentially omit portions of the project as deemed necessary. Contractors will be required to comply with various state regulations regarding business practices, civil rights, and contracting requirements. The solicitation demonstrates a comprehensive approach to waste management that prioritizes both operational efficiency and support for diverse business enterprises.
