About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) numbered C5612706-D, Rebid 1 for comprehensive Fire Suppression System Services across three youth correctional facilities: Deuel Vocational Institution, Heman G. Stark Youth Correctional Facility, and Ventura Youth Correctional Facility. The procurement seeks a contractor to provide preventative maintenance, fire sprinkler and standpipe services, fire pump services, five-year testing and certification, fire hydrant flow testing, roll-down door services, repair services, project management, and hydrostatic testing. Bidders must demonstrate factory training or equivalent experience, hold valid California licensing, and provide detailed service technician references. The contract will run from June 16, 2025, to August 31, 2027, with optional walk-throughs scheduled for July 8, 2025. Bid submissions are due by July 16, 2025, at 11:00 AM, with a public bid opening on July 17, 2025, at 2:00 PM, and the award will be made to the lowest responsible bidder meeting all requirements.
The solicitation includes specific set-aside requirements, mandating a 3% Disabled Veteran Business Enterprise (DVBE) participation and a 25% Small Business participation goal. Contractors are not required to bid on all locations but must include rates for all items within the locations they choose to bid on, with each facility having a total parts budget of $25,000. Emergency and overtime services will be compensated at 150% of the standard hourly repair services rate, and the contract allows a 25% allocation for additional as-needed services. The pricing structure enables flexibility, with the State reserving the right to adjust service quantities without guaranteeing specific service volumes. In the event of a bid tie, the award will be determined by the highest discount offered for invoices paid within 30 days, potentially followed by a coin toss. The total estimated contract value is not explicitly stated, but the comprehensive service requirements and multiple facility coverage suggest a significant potential contract value for the selected vendor.
