About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a master agreement for Refrigerator/Freezer Van/Container Rental and Maintenance Services across multiple state facilities in jurisdictions including Fresno County and Anaheim City. The procurement is an Invitation for Bid (IFB) for self-contained refrigeration units that are 8 ft. W x 8.5 ft. H x 48 ft. L, powered by gas/diesel/electric, capable of maintaining temperatures from -10°F to 35°F. Contractors must provide these units within 12 hours of notification and complete any maintenance/repairs within 24 hours. The contract requires comprehensive service coverage including all labor, transportation, equipment, permits, licenses, taxes, and fees. Key deliverables include weekly and monthly rental services for refrigeration units at 39 different CDCR facilities, with specific delivery and pickup charges. The solicitation includes a detailed rate sheet specifying requirements for each location, with bidders able to bid on one or multiple locations. Important dates include a bid submission deadline of February 19, 2025 at 11:00 AM, with a public bid opening on February 20, 2025 at 2:00 PM, and contract performance period from July 1, 2025 through May 31, 2028.

The procurement includes specific set-aside and preference provisions, featuring a 5% small business preference (up to $50,000) and a Disabled Veteran Business Enterprise (DVBE) incentive ranging from 1-5%. CDCR reserves the right to augment the agreement amount by 25-100% of the total bid amount and offers a potential discount incentive for invoices paid within 30 days. While no incumbent vendors are specifically identified, the contract allows for competitive bidding with flexibility for vendors to propose rates for different CDCR locations. The State explicitly notes there are no guarantees of service requests under this agreement, and bidders must provide comprehensive pricing that includes all associated expenses. In the event of a tied bid, the selection will favor the lowest responsible bid with the highest discount. The procurement approach allows for significant vendor participation while maintaining strict service and performance standards for refrigeration unit rentals across the California corrections system.
