Bid submissions are due March 18, 2025, by 11:00 AM, with a public bid opening on March 20, 2025. The contract will run from July 1, 2025, through April 30, 2028, and will be awarded to the lowest responsible bidder by group. Required services include UST operator visual inspections, monitoring system certification, secondary containment testing, overfill prevention equipment inspection, Phase I/II EVR testing and maintenance, line tightness testing, spill container testing, and general repairs. Bidders must provide comprehensive rates covering labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, and fees.
The contract includes specific set-aside and preference provisions, requiring 3% Disabled Veteran Business Enterprise (DVBE) participation for bids exceeding $15,000, with a DVBE incentive of 1-5% available. A 5% Small Business preference up to $50,000 is also offered. Contractors must maintain Environmental Liability Insurance of $1,000,000 per occurrence and Non-Medical Professional Liability Insurance of $1,000,000 per occurrence/$3,000,000 aggregate. The total estimated parts allowance across all groups is $690,000, with individual group parts allowances ranging from $5,000 to $300,000 for the contract term. CDCR reserves the right to augment the agreement amount by 25-100% of the total bid amount. All rates must comply with California Department of Industrial Relations prevailing wage determinations, and there are no guaranteed service volumes.
