About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) for Vehicle Lift Maintenance, Inspection, Testing, and Repair Services at Centinela State Prison, located in Imperial, California. The procurement covers comprehensive maintenance services for six vehicle lifts with varying capacities ranging from 11,000 to 72,000 pounds, including models from manufacturers like Challenger, Rotary, Wheeltronic, and Asymmetric. Bidders must possess a valid C-61 Limited Specialty Classification with D-21 Machinery and Pumps License and Automotive Lift Institute certification. The contract will cover semi-annual preventative maintenance, unlimited repair visits, and emergency repairs with an 8-hour response time. Key submission deadlines include letters of inquiry due by February 20, 2025, bid submissions due by February 26, 2025 at 11:00 AM, and a public bid opening on February 27, 2025 at 2:00 PM. The contract term will run through March 31, 2028 upon approval, with estimated service hours of 225 for regular repairs and 75 for emergency calls, plus a $2,500 parts allocation.

While there is no mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement, CDCR offers bid incentives ranging from 1% to 5% for DVBE participation and is targeting 25% Small Business involvement. The state will award the contract to the lowest responsible bidder meeting all specified requirements, with pricing structured to include preventative maintenance services, hourly rates for repairs and emergency calls, and parts at cost plus markup. Bidders must provide pricing for all items, with zero-dollar amounts interpreted as no-cost services to the State. The contract includes a payment discount program offering incentives for invoices paid within 30 days, requiring at least a one percent discount with a minimum $50 savings. Pricing will cover all associated expenses, including labor, travel, per diem, materials, non-consumable supplies, transportation, shipping, tools, equipment, permits, licenses, and insurance. The estimated total contract value is not explicitly stated, but will be determined by the unit rates specified in the Exhibit B-1 Rate Sheet and the estimated service hours and parts allocation.
