About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is issuing an Invitation for Bid (IFB) for high voltage equipment maintenance and repair services under Master Agreement C5612448-D, Rebid 6. The procurement covers comprehensive preventive maintenance, inspection, testing, calibration, and repair services for medium and high voltage equipment including transformers, switchgear, transfer switches, circuit breakers, protective relays, power poles, and associated components at voltages up to 69,000 volts across seven participating CDCR institutions statewide. Bidders are not required to submit proposals for all seven locations (California Correctional Institution, California Men's Colony, California State Prison Los Angeles County, Pelican Bay State Prison, Richard J. Donovan Correctional Facility, Heman G. Stark Youth Correctional Facility, and Ventura Youth Correctional Facility) but must include rates for all service items within selected locations. Services include annual preventive maintenance and testing with specified emergency response times of 2 hours for routine facilities and up to 5 hours for remote locations, non-emergency scheduled repairs, continuous load recording, and equipment rental as needed. Required qualifications include a valid California Contractors State License Board "C-10" Electrical Contractor Specialty license or equivalent, location within specified distance requirements (75 to 200 miles depending on facility), current licenses and certifications maintained throughout the contract term, and proof of on-the-job experience with three letters of reference per service technician. Compensation shall be based on rates specified in Exhibit B-1 Rate Sheet, covering all labor, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, and fees, with each location including a 25 percent contingency line item for as-needed services. Critical deadlines include optional walk-throughs scheduled for April 20-22, 2026, letters of inquiry due by April 24, 2026, bid submission deadline of April 29, 2026 at 11:00 AM, and public bid opening on April 30, 2026 at 2:00 PM, with the agreement term extending through December 31, 2027.
This procurement includes mandatory Disabled Veteran Business Enterprise (DVBE) participation of no less than three percent for bids exceeding $15,000, with a DVBE incentive of one to five percent applied during evaluation. Small Business and Micro Business preferences of five percent (up to $50,000) are available to certified firms, and non-small businesses may claim a five percent preference if they demonstrate 25 percent or greater Small/Micro Business subcontractor participation. Prevailing wage rates as determined by the California Director of Industrial Relations apply to all work performed under this agreement. All bidders must submit comprehensive forms and certifications as outlined in the Forms and Certifications document, including Bidder Declaration Forms, DVBE participation documentation, contractor certification clauses, and various compliance certifications addressing debarment status, non-collusion, civil rights laws, and artificial intelligence use disclosure. The agreement permits the state to increase or decrease participating locations, add or substitute equipment, modify service frequencies, and terminate the agreement with thirty days written notice for cause or without cause if consolidation into a statewide agreement is feasible. While no specific incumbent vendors or budget ranges are identified in the procurement documents, the nature of the services and the number of participating locations suggest significant contract value potential, with final award amounts dependent on selected locations and service rates submitted by qualified bidders.
