About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a Master Agreement for High Voltage Equipment Maintenance and Repair Services across seven correctional facilities statewide, including California Correctional Institution, California Men's Colony, California State Prison Los Angeles County, Pelican Bay State Prison, Richard J. Donovan Correctional Facility, Heman G. Stark Youth Correctional Facility, and Ventura Youth Correctional Facility. The procurement (Bid C5612448-D, Rebid 5) requires contractors to provide comprehensive services including preventative maintenance, inspection, testing, calibration, and repair of high voltage equipment such as transformers, switchgear, circuit breakers, protective relays, transfer switches, vacuum switches, and power poles. Qualified contractors must possess a valid California "C-10" Electrical Contractor Specialty license or "B" General Building Contractor license with a qualified subcontractor. Service technicians must have a minimum of two years of on-the-job experience with high voltage systems and provide three professional references. Key evaluation criteria include pricing submitted on Exhibit B-1 Rate Sheet, with each location's basis of award including a 25% contingency for additional services. Optional bidders' walk-throughs are scheduled for January 14-16, 2026, with letters of inquiry due January 21, 2026, and final bid submissions required electronically by January 28, 2026, at 11:00 a.m., with a public bid opening on January 29, 2026, at 2:00 p.m.

The procurement includes several set-aside and preference provisions, notably a mandatory three percent Disabled Veteran Business Enterprise (DVBE) participation requirement for bids exceeding $15,000, with DVBE incentives ranging from one to five percent. Small Business and Micro Business preferences of five percent are available, capped at $50,000. Contractors must be located within specified radii of assigned institutions, with emergency response time requirements ranging from two to five hours depending on location. The contract will be a Master Agreement with a two-year term ending December 31, 2027, and may include potential extensions. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence, with the state named as certificate holder and additional insured. Prevailing wage rates as determined by the California Department of Industrial Relations will apply, and all work must include a one-year guarantee covering both labor and materials. While no specific budget range is explicitly stated, the contract structure with a 25% contingency and potential for multiple location assignments suggests significant potential contract value, with individual purchase orders to be issued for each participating location.
