About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor for a Master Agreement for High Voltage Equipment Maintenance and Repair Services across seven correctional facilities statewide. The Invitation for Bid (IFB) Number C5612448-D, Rebid 4 requires a qualified contractor to perform comprehensive electrical maintenance, inspection, testing, and repair services for high voltage equipment at facilities including California Correctional Institution, California Men's Colony, and others. Bidders must possess a California Contractors State License Board "C-10" Electrical Contractor Specialty license or equivalent. The contract term runs from approval through December 31, 2027, with optional walk-through dates scheduled for October 20-22, 2025. Bid submissions are due October 29, 2025, by 11:00 AM, with a public bid opening on October 30, 2025, at 2:00 PM. Evaluation will focus on the lowest responsible bidder who complies with all solicitation requirements, with each institution having specific response time and geographical service expectations. The scope includes preventative maintenance, repairs, and as-needed services for switchgear, transformers, circuit breakers, vacuum switches, automatic transfer switches, and electrical relays.

The state has established a 3% Disabled Veteran Business Enterprise (DVBE) participation goal and offers a DVBE bid incentive. Small businesses and microbusinesses are encouraged to participate, with the state targeting a 25% small business participation requirement. Bidders can submit proposals for one or multiple locations, with allocated funds ranging from $50,000 to $100,000 per facility for parts and additional budget for equipment rentals and as-needed services. The contract includes a 25% allocation for additional services beyond the base requirements. Pricing must meet minimum prevailing wage determinations by the California Department of Industrial Relations, and bidders must complete all highlighted cells in the rate sheet to avoid potential bid rejection. The state reserves the right to adjust work quantities and will compensate the contractor based on rates specified in Exhibit B-1, which covers all labor, personnel, transportation, materials, permits, and associated expenses. Total contract value will vary depending on the number of facilities and extent of services required, with potential for significant financial opportunity across the seven correctional institutions.
