About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) numbered C5612448-D, Rebid 2, seeking a Master Agreement for High Voltage Equipment Maintenance and Repair Services across 36 correctional facilities statewide. The procurement targets comprehensive maintenance, inspection, testing, and repair services for high voltage electrical infrastructure, including switchgear, transformers, circuit breakers, and related electrical components. Qualified contractors must possess a valid California Contractors State License Board C-10 Electrical Contractor license and provide $1,000,000 in commercial general liability insurance. Bidders can submit proposals for one or more locations, with pricing structured around hourly rates for preventative maintenance, repairs, parts replacement, and equipment rental. The solicitation timeline includes mandatory and optional walk-throughs scheduled between April 14-21, 2025, with bid submissions due by April 30, 2025, at 11:00 AM, and a public bid opening set for May 1, 2025, at 2:00 PM. The contract term will run from the approval date through December 31, 2027, with CDCR reserving the right to increase the agreement dollar amount by 25-100% of the total bid amount.
The procurement includes a 3% Disabled Veteran Business Enterprise (DVBE) participation requirement, with a DVBE bid incentive that can reduce the evaluated bid price by up to 5%. Parts budgets for each facility range from $50,000 to $100,000, with equipment rental consistently set at $30,000 per location. Contractors must adhere to minimum prevailing wage determinations by the California Department of Industrial Relations and may offer discounts for invoices paid within 30 days. The contract is structured as a Master Agreement with individual Purchase Orders issued for each participating location, allowing flexibility in vendor selection and service delivery. Hourly rates will cover various service types, including routine and emergency repairs, with specific rates determined by the complexity and scope of work at each correctional facility. The CDCR's procurement approach allows for competitive bidding while maintaining stringent quality and performance standards for critical electrical infrastructure maintenance across the state's corrections system.
