About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is conducting a rebid for statewide controlled substances urinalysis testing services under Bid Number C5612218-D. The Contractor will be responsible for providing all personnel, materials, supplies, and equipment necessary to perform these services at a facility determined by the Contractor that meets the specified requirements. Services will be provided at the facility site locations listed in Exhibit G, with an estimated annual testing volume of 30,000 samples. The Contractor must possess and maintain a current California Department of Health Services Laboratory Field Services license and a Clinical Laboratory Improvement Amendments Registration Certificate, as well as a valid business license. The contract term is from August 6, 2024 or upon approval, whichever occurs later, through June 30, 2027. Bidders must submit unit prices for different types of urinalysis testing, and the contract will be awarded to the lowest responsible bidder.

The IFB includes provisions for small business, micro-business, and disabled veteran business enterprise preferences. The incumbent provider is San Diego Reference Lab, and the CDCR currently pays $6-10K per month for these services. The CDCR anticipates an increase in testing volumes in future fiscal years and does not accept alternate contract language, with the Business Associate Agreement remaining part of the final contract. The total contract amount will be calculated based on the unit prices bid and the estimated test volumes provided.
