About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a veterinary services contractor for canine care at Pelican Bay State Prison (PBSP) in Crescent City, California. The procurement is an Invitation for Bid (IFB) for comprehensive veterinary services, including annual physical examinations, medical treatments, teeth cleaning, vaccinations, medication, x-rays, laboratory services, follow-up care, hospitalization, surgery, and 24-hour emergency care. The contractor must maintain a veterinary office within 100 miles of PBSP and provide additional services such as room/board (kennel services) and dog food. Key deliverables include routine and emergency medical care for canines, with specific requirements for medical documentation and treatment protocols. Bid submissions are due December 26, 2024, by 11:00 AM, with a public bid opening scheduled for December 27, 2025, at 2:00 PM. The contract term will run through July 30, 2027, with evaluation criteria likely focusing on comprehensive service capabilities, pricing, and responsiveness to the specific veterinary needs of the prison's canine units.

The solicitation includes a Disabled Veteran Business Enterprise (DVBE) incentive program offering 1-5% bid preferences based on DVBE participation levels, though there is no minimum participation requirement. The state has established a 25% Small Business participation goal for this contract. Insurance requirements are stringent, mandating commercial general liability coverage of $1,000,000 per occurrence, medical professional liability of $1,000,000 per claim (up to $3,000,000 annual aggregate), and automobile liability coverage. Estimated contract amounts include $9,000 for medication, $2,000 for vaccinations, $3,000 for laboratory services, and $5,000 for dog food over the contract term. Bidders may offer a discount of at least 1% or a minimum of $50.00 for invoices paid within 30 days, which could serve as a potential tiebreaker in the evaluation process. The contract will be awarded to a responsive and responsible bidder who meets all specified requirements and provides the most advantageous proposal to the state.
