About this opportunity
The California Department of Parks and Recreation is requesting sealed bids for comprehensive upgrades to five sewage lift stations at Candlestick Point State Recreation Area in San Francisco County, with bids due November 4, 2026 at 2:00 p.m., and a mandatory job showing on October 21, 2026 at 10:30 a.m. at 1150 Carroll Avenue, San Francisco. Attendance at the job showing is required for all prime contractors; any prime contractor that does not attend will not be considered. A minimum 6% Disabled Veteran Business Enterprise (DVBE) participation is mandatory — failure to meet this threshold renders bids non-responsive.
The scope encompasses mechanical, electrical, plumbing, and structural work to upgrade sewage lift stations, including pumps, valves, piping, fittings, valve vaults, wet well hatches, building electrical systems, lighting, instrumentation, radio equipment, antennas, pump controls, and underground electrical service installation. Work must be completed within 180 calendar days from the Notice to Proceed, with an initial 10-day mobilization period allowed.
The Engineer's Estimate ranges from $2.2 million to $2.9 million. The contract term runs 545 calendar days from Notice to Proceed. A 10% bid bond is required for bids exceeding $5,000. Performance and payment bonds are mandatory, with 5% retainage held from progress payments. Bids remain valid for 120 calendar days after opening.
A 5% Small Business Preference applies to properly certified small businesses submitting a completed STD 811 Form, or to non-certified businesses proposing 25% subcontractor participation with certified SB firms. DVBE participation exceeding 6% receives an incentive credit of up to 5% for evaluation purposes, capped at $100,000 combined with other incentives. All contractors and subcontractors must be registered with the Department of Industrial Relations per Labor Code Section 1725.5. Prevailing wage requirements apply under California Labor Code Sections 1770, 1773, and 1773.1. The project includes three deductive alternates for Site Lighting, Plover Lift Station work, and Pier Lift Station work. Questions are due by 2:00 p.m., seven calendar days before bid opening, and must be emailed to merrilee.byrnes@parks.ca.gov. Electronic bids are submitted to DPR.PWBIDS@parks.ca.gov.
