About this opportunity

California Department of Parks and Recreation is requesting bids on two public works projects at Austin Creek State Recreation Area in Sonoma County: Project A—construction of a water tank and appurtenances for the Bullfrog Pond and Pond Farm Water System—and Project B—construction and installation of a communications structure to replace an existing repeater site at McCray Ridge, with bids due August 4, 2026 at 2:00 p.m. and a mandatory job showing on July 20, 2026 at 10:00 a.m. at Armstrong Redwoods State Natural Reserve. A mandatory 6% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; failure to meet this threshold renders the bid non-responsive. Bidders exceeding 6% DVBE participation are eligible for incentive credits up to a maximum combined cap of $100,000. A 5% Small Business Preference is available to businesses certified by the California Department of General Services with a completed STD 811 Form; non-certified businesses may claim the preference by subcontracting 25% of contract value to certified small or micro businesses, capped at $50,000 per bid.

Project A comprises an 18.5-foot-diameter bolted stainless-steel water storage tank, a 120-square-foot precast utility building for chemical storage and feed systems, approximately 355 linear feet of chainlink fencing with gates, electrical and instrumentation systems, and erosion and sediment control measures. Project B includes structural design and installation drawings for the communications structure. All work must comply with 2025 California Building, Fire, Electrical, Energy, and Plumbing Codes and the 2010 ADA Accessibility Standards.

The engineer's estimate ranges from $1,000,000 to $1,300,000. The contract term is 545 calendar days from Notice to Proceed with 180 calendar days required for work performance. Bidders must hold a Classification A and/or B California Contractor State License and register with the Department of Industrial Relations per Labor Code Section 1725.5. Bids exceeding $5,000 require bid security equal to at least 10% of the bid amount. Questions are due 2:00 p.m. seven calendar days prior to bid opening to merrilee.byrnes@parks.ca.gov. Bids remain valid for 120 calendar days following opening.
