About this opportunity

The California Department of Parks and Recreation is requesting sealed bids for construction of the Mitchell Canyon Education Center at Mount Diablo State Park in Contra Costa County under bid C26863001, with bids due September 2, 2026 at 2:00 p.m., and a mandatory job showing on August 13, 2026 at 10:00 a.m. at 96 Mitchell Canyon Road, Clayton, California. A minimum 6% Disabled Veteran Business Enterprise (DVBE) participation is mandatory — failure to meet this threshold renders bids non-responsive — and bidders exceeding 6% DVBE participation receive an incentive credit up to $100,000 for evaluation purposes. A 5% small business preference applies to properly certified small businesses submitting a completed STD 811 Form, or to non-certified businesses proposing 25% subcontractor participation with certified small businesses.

The scope encompasses complete construction of an education center facility including labor, materials, tools, and equipment per detailed plans and specifications (Drawings A0-0.1 through S3-5.6). The base bid includes full construction; one deductive alternate addresses concrete trailhead path construction, sign kiosk relocation, fiber rolls, truncated domes, and custom sliding fiber cement barn door shutters. The contract term is 270 calendar days from written notice to proceed, with 10 days allowed for contractor mobilization. Work performance extends 635 calendar days from formal start. The engineer's estimate ranges from $3.4 million to $4.2 million.

Bidders must hold a California Contractors State License Board classification A and/or B license and register with the Department of Industrial Relations per Labor Code Section 1725.5. A 10% bidder's bond is required. Bids must remain valid for 120 calendar days after opening. Prevailing wage requirements apply. Questions are due by 2:00 p.m. seven calendar days prior to bid opening, with answers provided by addendum. Electronic bids are submitted to DPR.PWBids@parks.ca.gov.
