About this opportunity

California Department of Parks and Recreation Gold Fields District is requesting bids for refuse and recycling collection services at Prairie City State Vehicular Recreation Area in Rancho Cordova, Sacramento County, with bids due July 9, 2026 at 10:00 a.m.

A 5% small business preference applies to certified small businesses or microbusinesses. A Target Area Contract Preference Act (TACPA) preference of 5–9% is available for qualifying bidders; however, the contract value of $75,000 falls below the $100,000 threshold at which TACPA preference typically applies on state contracts. The DVBE participation requirement is waived, though the DVBE incentive program still applies.

The scope covers weekly and bi-weekly collection, transport, and lawful disposal of refuse and recycling materials from multiple locations within the park. Services include refuse pickups from 2-yard and 30-yard containers at maintenance shop and state residence areas, and recycling collection from 4-yard and 10-yard bins for cardboard, metal, wood, and concrete. The contractor must provide all labor, tools, equipment, materials, and supplies. Contractor must maintain a current Sacramento County Solid Waste Collection Hauler Agreement, appropriate business licenses, and insurance coverage including general liability, motor vehicle liability, pollution/environmental impairment liability, and cyber liability at $1,000,000 each. Prevailing wage requirements apply under California Labor Code. Monthly statistical reports documenting diverted materials and CalRecycle reporting are required. The contract is subject to SB 1383 organic waste compliance, though a waiver has been received for Prairie City SVRA locations.

The contract term runs September 1, 2026, through August 31, 2029, with one optional one-year extension through August 31, 2030. The estimated contract value is $75,000. Payment is made monthly in arrears based on actual services rendered, with the state withholding $10,000 pending receipt of the Prime Contractor's Certification – DVBE Subcontracting Report. Awards are made to the lowest responsive and responsible bidder. Site inspection is the responsibility of prospective bidders prior to submission. Bids will be opened publicly via conference call at 1-877-399-7339, Participant Code 61796097.
