About this opportunity
The California Department of Parks and Recreation, North Coast Redwoods District, is soliciting bids for refuse disposal services at three state recreation areas—Benbow Lake State Recreation Area, Richardson Grove State Park, and Standish Hickey State Recreation Area—with bids due September 16, 2026 at 2:00 p.m. Small business and disabled veteran business enterprise (DVBE) incentives apply, capping combined preferences and incentives at $100,000.
Certified small businesses or microbusinesses receive a 5% preference on bid evaluation; non-certified businesses may qualify by subcontracting 25% or more of contract work to certified small businesses. The DVBE incentive program offers up to 5% deduction from the lowest responsive bid based on confirmed DVBE participation.
The scope spans weekly refuse collection (frequencies vary by location and season) across campgrounds, day-use areas, and administrative facilities at all three parks. The contractor must provide all labor, materials, tools, and equipment necessary to pick up, transport, recycle, and dispose of refuse. Services operate across both Humboldt and Mendocino Counties, and the contractor must carry all necessary permits for hauling and disposal in both counties.
The contract term runs February 1, 2027 through January 31, 2030. Pricing is evaluated using the low-price method with unit prices fixed regardless of adjustments to service items at the District Superintendent's discretion. Monthly payments are made in arrears based on actual services rendered and containers serviced. The contractor must maintain general liability insurance with limits of not less than $1,000,000 per occurrence and motor vehicle liability insurance with combined single limits of $1,000,000, plus workers' compensation insurance.
