About this opportunity

The California Department of Parks and Recreation, Orange Coast District, has issued a Request for Proposals (RFP) for snowy plover banding services across three state beaches in Orange County, including Huntington State Beach, Bolsa Chica State Beach, and San Onofre State Beach. The contract requires a contractor to provide comprehensive labor, tools, materials, travel, and equipment to perform banding services for Western Snowy Plovers and their chick broods during the 2026, 2027, and 2028 breeding seasons (April 1 through September 15 annually). Proposers must hold current USGS Bird Banding Permits for Western snowy plovers and United States Fish and Wildlife Service 10(a)(1)(a) permits, with at least one key personnel member possessing both permits. The proposal evaluation will be based on technical merit (70 points maximum) and cost (30 points maximum), requiring a minimum combined score of 70 points for responsiveness. Key dates include a proposal submission deadline of December 18, 2025, at 2:00 PM Pacific Time, with written questions due by November 21, 2025, and responses to be posted by December 5, 2025.

The RFP includes several business enterprise considerations, with the Disabled Veteran Business Enterprise (DVBE) participation requirement waived, though the DVBE incentive remains applicable. Small businesses can receive a 5% preference, and non-small businesses may obtain a similar preference by committing to subcontract at least 25% of the contract to certified small businesses. The estimated total contract value is $18,000, with no guaranteed work volume, and proposers must submit fully loaded hourly rates that encompass all direct and indirect costs, overhead, taxes, materials, licenses, permits, and transportation. The work is entirely field-based, with no dedicated office location, and will span the Orange Coast District/Orange County area on a schedule determined by the state, potentially including weekdays, weekends, and holidays. The contract will commence upon Department of General Services approval, with no work beginning before receipt of an Authorization to Commence Work Notice.
