About this opportunity

The California Department of Parks and Recreation, specifically the Angeles District, is soliciting bids for Refuse Hauling and Disposal Services (Contract Number C25915002) to be performed at three state park locations: Malibu Creek State Park, Tapia State Park, and Los Encinos State Historic Park. The procurement is an Invitation for Bids (IFB) seeking a qualified contractor to provide comprehensive refuse disposal services, including transportation, recycling, and disposal of waste. Contractors must possess all necessary permits for refuse collection and hauling within Los Angeles County and are prohibited from subcontracting. The bid is scheduled to open on August 4, 2025, at 2:00 PM, with a proposed contract term from October 1, 2025, to September 30, 2027, potentially subject to Department of General Services (DGS) extension approval. Service requirements include weekly and monthly pickups of 3 cubic yard and 40 cubic yard containers, with specific service protocols for different park locations. Evaluation of bids will be based on unit prices for various container types and pickup frequencies, with the state reserving the right to adjust quantities as needed.

While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived for this contract, a 5% Small Business Preference may be applied to bidders. Potential respondents must submit multiple compliance documents, including a Bidder Declaration, Contractor Certification Clauses, and a Commercially Useful Function Certification. Bidders are required to provide certificates of insurance, workers' compensation coverage, and demonstrate adherence to California's contracting regulations. The solicitation includes provisions for bin maintenance and specific disposal requirements. Although the exact budget range is not explicitly stated, the comprehensive nature of the services suggests a significant contract value covering multiple state park locations. Interested contractors must carefully review all documentation and meet the stringent qualifications outlined in the IFB to be considered for this refuse hauling and disposal services contract.
