About this opportunity

The California Department of Parks and Recreation is seeking a contractor for the C25715005 Districtwide Chemical Toilet Contract, covering multiple state parks and beaches in Santa Cruz and San Mateo Counties, including Big Basin Redwoods State Park, Manresa State Beach, New Brighton State Beach, Sunset State Beach, Twin Lakes State Beach, and Wilder Ranch State Park. The solicitation requires a comprehensive chemical toilet maintenance service, which includes pumping grey water tanks, thoroughly cleaning units, replenishing water supplies, soap dispensers, and paper products for both handicapped and regular portable chemical toilet units. The State owns all chemical toilet units and holding tanks, and the contractor will be responsible for providing all necessary labor, materials, tools, and equipment to service these facilities. Bids must be submitted in hard copy by September 30, 2025, at 2:00 PM Pacific Time to 303 Big Trees Park Road, Felton, CA 95018. The contract period is anticipated to run from February 6, 2026, to February 5, 2028, with specific service frequencies and seasonal requirements detailed in the bid documentation.

The procurement offers a five percent preference to Certified Small Businesses or Microbusinesses, with the Disabled Veteran Business Enterprise (DVBE) participation requirement waived, though the DVBE incentive remains applicable. Contractors must possess a valid Hazardous Substance Removal Certification and provide trained, certified service technicians. The chemical toilets must meet specific standards, including interior dimensions, door specifications, and use of biodegradable, odor-controlling chemical solutions. The State reserves the right to increase, decrease, or eliminate service items as needed, and the contract includes provisions for additional and emergency services. While a specific award value is not explicitly stated, the comprehensive nature of the services and the multi-year contract suggests a significant procurement opportunity for qualified waste management and portable sanitation service providers operating in the Santa Cruz and San Mateo County regions.
