About this opportunity

The California Department of Parks and Recreation's Off-Highway Motor Vehicle Recreation (OHMVR) Division is seeking a qualified contractor to provide Sound Regulation and Enforcement Training across nine State Vehicular Recreation Areas (SVRAs). The procurement is a three-year contract with potential one-year extension, valued at $35,000, requiring comprehensive training services for law enforcement officers and volunteers. The contractor will conduct up to ten training sessions annually, targeting 6-30 students per session, with a curriculum focusing on sound waves, amplitudes, frequencies, hearing physiology, off-highway vehicle sound sources, and testing procedures for enforcing California Vehicle Code 38370 and Public Resource Code 5090.32(k). Training must include both classroom lectures and practical field training components, covering technical aspects of sound measurement, spark arrester inspections, and vehicle sound testing. The evaluation process will be comprehensive, with proposals assessed on technical merit (60 points) and cost proposal (30 points), considering factors such as past performance, safety training experience, automotive engineering knowledge, and effectiveness working with California State Parks. Proposals must be submitted via email by June 16, 2025, at 2:00 PM, with questions accepted until seven business days before the submission deadline and directed to ohmvr.contracts@parks.ca.gov.

The solicitation includes specific preferences for small businesses and disabled veteran-owned businesses, potentially offering scoring advantages for these categories. Proposers must submit detailed documentation, including references, key personnel qualifications, and various state-required certifications. The cost proposal spreadsheet indicates that travel expenses will be reimbursed according to California state employee rates, with a requirement for completed worksheets to be submitted with invoices. While no incumbent vendor is explicitly mentioned, the contract requires a contractor with expertise in technical training, automotive standards, and sound regulation enforcement. The total budget of $35,000 covers law enforcement and volunteer training sessions, student resources, and necessary supplies, with funds allocated across categories including training, supplies, and travel. The procurement appears designed to ensure comprehensive, standardized training for sound regulation across California's State Vehicular Recreation Areas, with a focus on technical proficiency and regulatory compliance.
