About this opportunity
The City of Phoenix Water Services Department is soliciting sealed offers for Invitation for Bid (IFB-26-0112) to provide stainless steel bypass spools, stainless steel tailpieces, and ductile iron flanged fittings for water meter assemblies and associated bypass systems. The procurement is for a five-year contract commencing on or about January 1, 2026, with materials to be supplied on an as-needed basis. The solicitation includes 132 line items covering stainless steel components and ductile iron flanged fittings in sizes ranging from 3 to 12 inches in diameter, with quantities varying from 4 to 81 units per item. All materials must be new, conform to ANSI/AWWA C110/A21.10 standards, and have a minimum working pressure rating of 250 psi. Key qualification requirements include the contractor having been in operation for a minimum of five years with normal business activity providing the specified goods. The non-mandatory pre-offer conference is scheduled for October 29, 2025, with written inquiries due by November 5, 2025, and sealed offers due on November 12, 2025, at 2:00 p.m.
The contract includes specific Disadvantaged Business Enterprise (DBE) and small business participation requirements mandated by federal regulations. Contractors must submit a Small Business Participation Plan within 30 calendar days of contract award, detailing strategies for engaging DBE and small business firms. The plan requires tracking and reporting DBE participation through the City's Certification and Compliance System, with monthly data entry and annual reporting. Contractors must maintain minimum insurance coverage, including Commercial General Liability with a $2,000,000 General Aggregate limit and a $1,000,000 Each Occurrence limit. Payment will be processed within 30 to 45 calendar days after receipt of a correct invoice. The contract will be awarded to the lowest responsive and responsible offeror, with pricing to remain firm and fixed for an initial 180-calendar-day period. While specific budget ranges are not explicitly stated, the comprehensive nature of the solicitation suggests a potentially significant procurement value for water infrastructure components over the five-year contract period.
