About this opportunity
The City of Pendleton, Oregon, Public Works Department is soliciting sealed bids for the Byers Well Improvement Project, a public works construction contract for well infrastructure enhancement. The primary objective is to deepen the Byers Well pump by extending the column, shaft, and accessory tubing by 40 feet, including all necessary bearings and appurtenances, along with comprehensive inspection of existing pump components such as the bowl assembly, column, discharge head, spider bearings, shaft, seals, and motor. The contractor must be a certified well constructor licensed in the state of Oregon and must comply with Oregon prevailing wage rates effective January 5, 2026. Sealed bids must be received by 2:00 pm local time on March 12, 2026, with public bid opening conducted via Teams or in-person at City Hall (500 SW Dorion Avenue, Pendleton, OR 97801). Prequalification applications are due by 1:00 pm on March 11, 2026, and first-tier subcontractor disclosure forms must be submitted within two working hours of bid closing. Bid award is expected on Tuesday, April 7, 2026, at the regularly scheduled City Council meeting, with a contract completion deadline of May 29, 2026. The bid documents are available for a non-refundable $25 fee from the Community Development Department or through OregonBuys, and bidders must submit a 5 percent bid bond or certified check with their proposals.
Successful bidders must furnish a full performance and payment bond, a $30,000 Statutory Public Works Bond filed with the Construction Contractor's Board, and proof of liability insurance with minimum coverage of $1,000,000 per person and $1,000,000 per accident for bodily injury and property damage. All contractors must comply with ORS Chapter 279C public works requirements, obtain a City of Pendleton Business License, and be registered with the Oregon Construction Contractors Board. Liquidated damages are assessed at 1 percent per calendar day of total cost of work not yet completed or $500 per calendar day, whichever is greater, for failure to meet the May 2026 deadline. The engineer's estimate for the project is $71,000, with the contract structured as three lump-sum bid items: Mobilization & Demobilization, Pump and Motor Removal and Inspection, and Reinstallation, Extension, and Testing of Pump and Motor. Payment will be made upon receipt of invoices for approved materials plus 15 percent markup for overhead and profit, with the lump-sum remainder due upon completion, testing, and issuance of the one-year workmanship warranty.
