About this opportunity

The Birmingham-Jefferson County Transit Authority (BJCTA) is requesting proposals for systemwide replacement of bus stop sign assemblies and poles across approximately 600 bus stops in ten municipalities in the Metro Birmingham area, with proposals due November 12, 2026 and a pre-proposal conference on October 21. Buy America compliance is mandatory for all iron, steel, and manufactured products, and Davis-Bacon wage rates apply — both federal requirements that will affect cost and sourcing decisions.

The scope is turnkey delivery of three-panel assemblies (MAX Identification Flag, Route and Stop Information Panel, and Stop Identification and Digital Information Panel with QR code) mounted on new poles, including removal and disposal of existing signage, field verification, design development, fabrication, delivery, installation, concrete bus boarding and alighting pad construction where authorized, permitting, traffic control, utility coordination, surface restoration, quality control, and warranty services. The project encompasses approximately 600 complete assemblies, 600 removals, 80 pole grinding operations, 450 square feet of concrete repair, 160 backfill and compaction operations, and 280 square feet of full concrete panel replacement. All work must comply with ADA requirements, MUTCD standards, Alabama 811 utility locating procedures, and local, state, and federal regulations.

The prime contractor must commence work within 30 calendar days of the Notice to Proceed and achieve final completion within 270 calendar days. Payment is based on actual quantities completed and accepted. The project is funded with federal transit funds subject to Federal Transit Administration regulations (49 U.S.C. 5323(j) and 49 CFR Part 661). A Bid Bond equal to 5% of the total proposal price is required with submission; Performance and Payment Bonds each equal to 100% of the total contract price are required upon award. The proposal package may not exceed 75 pages. Board approval is anticipated December 17, 2026. Written questions are due October 29, 2026, with responses posted by November 5. The pre-proposal conference is available both in-person and virtually at BJCTA Headquarters.
