About this opportunity

The State of California Military Department is soliciting sealed bids through an Invitation for Bid (IFB) for comprehensive bus services at Camp San Luis Obispo, located at 10 Sonoma Avenue, Building 1402, San Luis Obispo, California 93405. The procurement encompasses all labor, equipment, materials, permits, and fees necessary to provide school-style on-site routing and three designated charter bus routes (Routes A, B, and C with multiple numbered sub-routes) during a two-week service period from June 15, 2026 through June 28, 2026, with specific operational dates on June 15, June 18–27, and June 28, 2026. Bidders must submit a single lump sum quotation inclusive of all contractor costs with detailed cost breakdowns for both the on-site school-style bus route and all charter bus routes, and the prime contractor must self-perform work equivalent to at least twenty percent of the total contract value. Required qualifications include commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance of $1,000,000 per occurrence if applicable, and statutory workers' compensation with $1,000,000 employers' liability limits. Award will be based on the lowest responsive bid from a qualified, responsible bidder, taking into account applicable Small Business Preference considerations. Questions regarding the IFB must be submitted to Shannon Ngo at Bids@cmd.ca.gov no later than 2:00 PM on February 5, 2026, sealed bids must be physically delivered to the State of California Military Department Purchasing and Contracting Branch at 10601 Bear Hollow Drive, Rancho Cordova, California 95670, and the bid opening is scheduled for February 13, 2026 at 2:00 PM.

The Military Department has waived all Disabled Veteran Business Enterprise (DVBE) requirements for this project; however, contractors are encouraged to utilize DVBE subcontractors. Small Business (SB) and DVBE-certified bidders are eligible for a five percent bid preference, while bidders certified as both SB and DVBE receive a ten percent preference if a non-small business and non-DVBE entity submits the lowest-priced responsive bid. Non-small business bidders may claim a five percent preference if they commit to subcontracting at least twenty-five percent of the net bid price with certified small businesses. All mandatory forms must be submitted with the bid proposal, including the Proposal Form (pages A-1 through A-5), STD 204 Payee Data Record, GSPD-05-105 Bidder Declaration, STD 843 DVBE Declaration, Darfur Certification, Contractor Certification Clauses, and Civil Rights Laws Certification. Bidders are not required to visit the worksite but are responsible for satisfying themselves regarding local conditions; worksite visits may be arranged by contacting Shannon Ngo. The solicitation does not identify a specific budget range or award value in the available documentation.
