About this opportunity

The Texas Department of Transportation (TxDOT) is requesting offers for 100 units of Bus Interface Unit (BIU) controller parts, model TS 2/BIU DMS-11170, with responses due August 24, 2026 at 3:00 PM Central Time and questions due August 12, 2026. Delivery is to the TxDOT Seguin Regional Distribution Center at 2024 Highway 46 North, Seguin, TX 78155-2206, with a tentative award date of September 8, 2026.

Materials must be pre-qualified and listed on TxDOT's Material Producer List before acceptance. Pre-qualification requires submission of one complete signal controller cabinet assembly with comprehensive technical documentation, wiring diagrams, schematic drawings, parts lists, and service manuals; all submitted materials for testing are at no cost to the Department. The cabinet assembly must undergo burn-in testing for either 48 hours at 60°C or 96 hours at 23°C. All equipment must retain no less than 95% of the manufacturer's standard warranty remaining on the invoice date and include a minimum five-year warranty on parts and labor from acceptance, including software and firmware updates.

The specification mandates NEMA TS 2-2003 compliance, NTCIP Conformance Level 2, and integration of closed-loop system software compatible with systems supplied by manufacturers since January 1, 1992. Cabinet assemblies must be constructed of unpainted sheet aluminum with minimum thickness of 3.2 millimeters and configured as either 12-position or 16-position load bays. Suppliers must provide warranty repairs within 18 calendar days from receipt to return, or provide field service.

Pricing must be submitted on a firm, all-inclusive, fixed-price basis with all shipping, handling, and delivery fees included (F.O.B. destination, freight prepaid and allowed). Evaluation uses weighted scoring: vendor approach to meeting specifications (50 points), lead time (10 points), and pricing (40 points). If discussions are held with down-selected respondents, scoring shifts to approach and lead time (60 points) and pricing (40 points).

Respondents must submit through the Euna Procurement system at https://txdot.bonfirehub.com/ and include a signed Bid Table, Execution of Offer, Texas Family Code Schedule, acknowledgement of addenda, and detailed compliance documentation. Vendors must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List (CMBL).
