About this opportunity

Gwinnett County, Georgia is requesting quotes for bus inspection services for fourteen paratransit/microtransit cutaway vehicles under an Informal Written Quotation, with quotes due by 3:00 p.m. on May 4, 2023. Addendum 1 issued May 4, 2023 extends the bid due date to 10:00 a.m. on May 8, 2023 and must be signed and returned with the bid submission; failure to do so renders the bid non-responsive.

The scope comprises three deliverables: a Pre-Award Audit Report, Bus Inspection Services for all 14 vehicles conducted on-site at the Starcraft/Champion manufacturing facility in Goshen, Indiana with production scheduled between mid-May and end of June 2023, and a Post-Delivery Audit Report. All vehicles are configured identically. Inspections must comply with Federal Transit Administration guidelines. Bidders must indicate their available start date in the "Delivery ARO" column if awarded.

Quoted unit prices must include all charges, including travel expenses, and be submitted on the County's fee schedule with unit prices extended to total prices per line item. Award will be made to the lowest responsive and responsible vendor. Payment is due within thirty days of receipt of County-approved payment requests, less any retainage. The vendor bears all shipping costs under F.O.B. Destination, Freight Prepaid.

Vendors must submit a minimum of three references for similar projects and complete all required compliance documentation, including a notarized Contractor Affidavit and Agreement, E-Verify documentation per Georgia's Illegal Immigration Reform Enhancements for 2013, and proof of insurance (Workers' Compensation, Commercial General Liability at $500,000, Auto Liability at $500,000, and Umbrella Liability at $1,000,000). Gwinnett County Board of Commissioners must be named as an additional insured on all liability policies. The County reserves the right to reject any or all offers and may terminate the contract for convenience with thirty days' written notice. Contact: Purchasing Main Line at 770-822-8720.
