About this opportunity
The Texas Health & Human Services Commission (HHSC) is requesting bids on 2027 paratransit buses with 6-position wheelchair lifts for delivery to state-supported living centers under IFB HHS0017807, with bids due August 13, 2026 at 10:30 a.m. Central Time and questions due August 6, 2026. No set-asides or preferences are identified.
The scope calls for gasoline transit-quality paratransit vehicles on a Cutaway chassis seating four passengers plus one driver, fully ADA compliant. The specified platform is a Ford E-450 Cutaway Chassis (14,500 GVWR, 7.3L V8 gasoline engine) with a Starcraft Allstar 25' body or HHS-approved equal. Each unit must include a Braun NCL1000 wheelchair lift rated for 1,000-pound capacity, six Q'Straint Deluxe retractable securement kits, power-assisted hydraulic brakes, air conditioning, heating, backup camera, fire extinguisher, first aid kit, and interior mirrors. All vehicles must meet Buy America requirements. Exhibit C specifies 17 line items totaling between 1 and 5 units per delivery location (Lubbock, Mexia, San Antonio, Harlingen, Wichita Falls, Terrell, Denton, and El Paso state-supported living centers and state hospitals). Bidders proposing alternatives to the specified brand or part number must submit supporting literature for evaluation or risk rejection.
Pricing must be submitted as firm, fixed prices on F.O.B. Destination basis with freight prepaid and included in the unit price, or bidders must separately state exact delivery costs and terms. Price adjustments during the contract term may be permitted based on CPI or federal minimum wage increases, subject to HHSC approval. The initial contract term runs from purchase order issuance through August 31, 2026, with an extension option of up to one additional year at HHSC's sole discretion. The contract will be awarded on best value to the state based on specifications, delivery capability, and price; HHSC reserves the right to make single or multiple awards. All HHS agencies are entitled to use any resulting contract. Delivery standard is 14 days after receipt of order unless specified otherwise. Bids may be submitted electronically via the HHS Online Bid Room or through alternative submission methods; prospective bidders must complete IAMOnline registration in advance. Payment follows the Texas Prompt Payment Act.
