About this opportunity

The State of Maine Division of Purchases is requesting quotes for 458 buoys (302 nine-inch and 156 five-inch) to be delivered to Richmond, Maine, with quotes due November 18, 2013. In-state bidders and those offering Maine-produced commodities receive tie-bid preference.

The scope comprises two buoy types with detailed specifications. Nine-inch regulatory buoys (61 inches overall height, 9-inch diameter) must deliver over 36 inches of exposure with 5-pound tackle, weigh 49 pounds, and provide 84 pounds of submerged buoyancy. Five-inch buoys (76 inches overall height, 5-inch diameter) must deliver 42 inches of exposure without tackle and 36 inches with 5-pound tackle. Both types require seamless ABS plastic exteriors with ultraviolet inhibition, internal concrete ballast, self-righting capability without tackle, and rigid closed-cell urethane foam filling per MIL-P-21929 Class I for unsinkability. All hardware must be steel galvanized per ASTM A-153-73. Buoys must feature standard inland waterway marking symbols (7 to 9 inches), 3-inch reflective bands, and 2-inch lettering integral to the shell with scratch and fade resistance. All buoys must be permanently marked "PROP. STATE OF MAINE" and stamped with manufacture date.

The nine-inch order breaks down to 19 rock markers, 7 shallow-area markers, 188 hazard-area markers, 56 black-and-white vertical stripe markers, 2 slow-zone markers, 13 speed-only markers, 11 green channel markers, and 6 red channel markers. The five-inch order includes 28 hazard-area markers, 13 black-and-white vertical stripe markers, 24 speed-only markers, 36 green channel markers, 35 red channel markers, and yellow "Avoid Milfoil Area" markers. Delivery must be one complete shipment to Richmond, Maine as soon as possible. Pricing must include shipping costs FOB destination. Unit prices govern; the State is exempt from Federal and Maine sales and use taxes. Questions are submitted through the solicitation system; responses posted there bind all parties.
