About this opportunity
The State of Maine is requesting quotes for 385 buoys (299 at 9 inches and 86 at 5 inches) for fiscal year 2013 delivery to Richmond, with quotes due November 1, 2012 at 2:00 p.m. local time. Tie bids are resolved in favor of in-state bidders or those offering Maine-produced commodities or services.
The 9-inch buoys must meet specifications for 61 inches overall height, white seamless ABS plastic exterior with UV inhibition, internal concrete ballast, rigid closed-cell urethane foam (MIL-P-21929 Class I), galvanized steel hardware (ASTM A-153-73), self-righting and unsinkable design, net weight of 49 pounds, and submerged buoyancy of 84 pounds. The 5-inch buoys must meet specifications for 76 inches overall height and equivalent material and performance standards. Both sizes require standard inland waterway marking symbols, reflective bands, and lettering permanently imprinted into the shell; galvanized hardware; and permanent marking with "PROP. STATE OF MAINE" and manufacture date on the lower portion. The procurement includes marked quantities by buoy type: among the 9-inch size, 145 hazard-area, 70 black & white vertical stripe, 34 rock, 25 headway speed only, 14 shallow area, 6 closed area, and 5 red & white vertical stripe buoys; among the 5-inch size, 26 red channel, 26 green channel, 21 hazard area, 5 headway speed only, 3 rock, 3 black & white vertical stripe, and 2 shallow area buoys.
Quotes must be submitted electronically as separate unit prices delivered to destination with all applicable discounts included. The State reserves the right to award on a per-item or group basis, reject any or all quotes, increase or decrease quantities by 10%, and consider overall value, quality, conformity to specifications, delivery date, and cost in determining the award. Cash discounts of 20 days or more are evaluated in determining the low bid. Bidders must specify delivery terms in definite language. All transportation charges are prepaid by the contractor unless otherwise specified. Questions are submitted through the designated Q&A portal.
