About this opportunity
The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for a Bulk Topsoil procurement covering Montgomery and Prince George's Counties in Maryland. The contract aims to secure a contractor capable of furnishing, delivering, and unloading topsoil to various jobsites and warehouse locations within these jurisdictions. The primary purpose of the topsoil is to support restoration efforts, including areas where sod, seed, plants, or trees will be placed, with requirements for the topsoil to be dry and of specified quality. Responses must be submitted via the Commission's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater by 2:00 pm on Thursday, July 10, 2025, with late submissions being automatically disqualified. Potential bidders must first register in the WSSC Water supplier portal at https://www.wsscwater.com/supplier to access solicitation documents. All questions and submittals must be conducted through OPENGOV's online discussions platform, with additional inquiries directed to joseph.cokes@WSSCwater.com. The contractor will be expected to ensure acceptable material quality regardless of weather conditions and be prepared to service both public and private properties.
The solicitation documentation does not explicitly specify set-aside designations, disadvantaged enterprise requirements, or incumbent vendor information. While no specific budget range is detailed in the provided documentation, the procurement appears to be a recurring contract for essential landscaping and restoration materials. The contract seems broadly accessible to qualified vendors capable of meeting the technical specifications for topsoil delivery and quality standards. Interested contractors will need to demonstrate capability in bulk material procurement, transportation, and consistent quality control across multiple job sites in Montgomery and Prince George's Counties. The procurement process emphasizes digital submission through the eProcurement Portal, suggesting a preference for technologically adept vendors who can efficiently navigate online procurement systems. No specific integration requirements with existing infrastructure are mentioned in the contract opportunity description.
