About this opportunity

The City of Pittsburgh Office of Management and Budget is requesting bids on bulk rock salt for snow and ice removal operations under IFB #2026-IFB-127, with bids due electronically by September 17, 2026 at 2:00 p.m. and the question submission deadline September 3, 2026. The City requires documentation demonstrating good faith efforts to achieve Disadvantaged Business Enterprise participation goals of 18% for Minority-Owned Business Enterprises, 7% for Women-Owned Business Enterprises, 5% for Veteran-Owned Small Businesses, and 3% for LGBTQIA+ businesses.

The rock salt must be treated with Magnesium Chloride or an acceptable alternative such as Potassium Chloride and effectively melt snow and ice at temperatures as low as minus twenty degrees Fahrenheit. Two options are available: dyed bulk rock salt (color-tinted in blue) or non-dyed bulk rock salt. The City guarantees minimum annual quantities of 25,000 tons and maximum annual quantities of 75,000 tons, with minimum individual order quantities of 22 tons per truckload. Deliveries will be made to eight designated City locations and may be required on weekends and evenings.

The contract period runs from November 1, 2026 through October 31, 2028, with two optional one-year renewal periods. Pricing must be firm and fixed with no escalation clauses permitted, and all shipping and delivery costs must be included in the submitted price on a freight-on-board (F.O.B.) destination basis. Bidders must provide a bid guarantee of up to 5% of the total bid amount and, upon award, a Performance Bond and Payment Bond each equal to 100% of the contract price within ten calendar days of award notification. General liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automotive liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and umbrella liability insurance of $5,000,000 are required. All bids must include Material Safety Data Sheets, vendor contact sheets, vendor registration forms, W-9 forms, and an Equal Opportunity Review Commission Participation Form; failure to submit required documentation will render the bid non-responsive. Bid opening is scheduled for September 17, 2026 at 3:00 p.m.
